Police hated 2pac as just a year or two before he shot two and got away with it. They could have easily just took the attitude of ''fuck it''. Plus killings happen everyday and the killer gets away. Gangs are tighter than you think, and especially now when if crips admitted it, they would be the most hated gang ever.

No. A conspiracy involves a group of people knowing something but manipulating the story to change perception of others... if there's evidence missing from any murder being witheld..if there's slacking on forensics and autopsy report, it's obviously intential. they catch who they want to catch.
