Should non-staff members be able to have 3+ VP?

To my knowledge, the current VP assignment is roughly as follows:

0: people who consistently drop awful votes, or violate voting rules (like by dickriding or hate voting)
1: people who consistently drop subpar votes
2: people who consistently drop decent or better votes
3: Fair Voters Club members (and there are none at the moment)
4: staff members

Should non-staff members who consistently drop high-quality votes be assigned 3 or more VP? Discuss.
