Should there be a crew member limit?

Crews need to be fixed. They're, at present, nothing more than glorified popularity contests. Why not implement some things that gear them back toward their intended purpose? (Crew battling.)

No one wants to see the same 3 crews battle each other forever. Limiting crew numbers helps to promote other site members to make their own crews, and makes the entire section more competitive.
