If it's a call-out, I don't think that there would be any qualifying traits to make one. That's the point of a call-out, ANYONE can call someone out.

I know anyone can call anyone out but doesnt someone have to be qualified enough to have the title be on the line? The News Guy Has a Raisin called me out...I wouldnt have to put my title on it.
