My advice (this is NOT gospel) is if you want to get pumped like that dude then eat a shit load (keep it clean as possible) and push yourself lifting in the gym. work out a regime to work out seperate muscle groups each day to avoid injury eg Monday Arms, Shoulders & Back, Tuesday Chest & Tri's, Wednesday Legs, Thursday Abs & cardio. That's my personal routine with a weekend recovery but you don't have to do it that way; do what ever works for you.
This is the cardio exercise I was doing -
I did this 4 - 5 days a week mixed with some light weights, tough ab & press-up exercises and very strict nutrition and the fat dropped off of me. However - as stated previously - I gained ZERO muscle and ended up with a cool sixpack but twigs for arms and a fucking pigeon chest man. I was ripped but I ws skinny as hell, no chick wants a dude like that. From personal experience the best thing you can do is keep the cardio to a minimum for now and focus on getting your form in check; lift PROPERLY before you start lifting heavy. Deadlifts, military presses, bench presses and front rows seem to work well for me as basically a beginner to weightlifting. I also do squats on leg days. Start by consuming more calories than your guideline daily amount - plenty plenty protein eg chicken and fish (recommended protein to gain muscle is 1g per pound of body weight, for example I weigh 160 lbs so I try to get 161g of protein per day) - and make sure you work hard in the gym. After the "bulk" you can start the "cutting" phase; this is where the originally mentioned HIIT comes in.
I know this is a SHIT load of information, and it's not guaranteed to work for everyone, I'm just letting you know what worked/is working for me currently.

Or better yet; go to the gym and consult a personal trainer.
