Is Voting against someone twice out of hate against the rules?

@SupremeKnowledge Punk deleted his old account, he's been on the site since 2010 I think and he's been consistently one of the top trackmakers for most of the decade, just check the LB awards over the past several years.

Also, the "vote against someone twice out of hate" thing in the title is referring to an allegation that Rican used multi accounts to vote twice on the same battle which, if true, would be blatantly against the rules.

Hopefully that clears a few things up, its been a long and confusing thread lmao
