I Imagine 4 or 5 people in the top 64 will be banned. The spots will just go to the lower ranked people in that case i think/

if someone want's to get in the tourney, they gotta battle... as dope as it would be to have huey and louie in the tourney, it isn't fair to the people who put out 5,6,7 battles to just make it into the top 64....
