Word mixing with track outs is always better so as long as the engineer knows what they're doing. But it's not a necessity to get good/great mixing. You're just not gonna get the best possible mix without track outs.

For any upcoming artist that doesn't even have a catalogue to begin with I'd def suggest skipping on paying for track outs off the bat. You might just waste a bunch of bread for nothing in the end. You're better off dropping music with decent quality, saving some money and building your fan base / catalogue at the beginning. Just my insight/opinion though
