I think you're overrating some people and not rating other people high enough. How is Lockhart below Top Notch, Mani, and Deniro? hell even Illimit? btw I've beaten TopNotch and Olde English who you have way up in your list. Tbh I don't think either of them are Top 25. You could easily put Rant, O_G, Skizzo, Celsius in those dudes places.
