Not really. For example, John from California could claim that he sold his gun for straight cash at say...a gun show, a perfectly legal transaction. There would be no record of the sale, and nobody other than the parties involved would know it happened.

Furthermore, you could claim that you bought the gun at a gun show with no record of transaction. It's very hard to tie guns in legally with someone who owned it at some time or another. Scratching off the serial isn't worth much.
