I know that it's allowed for non-title match lengths to be increased from 16 to 32, and it's been done before, but I'm not sure about whether it's allowed to decrease title matches from 32 to 16. @ NOBLE for the 411.
I'd be willing to do it as well, though. Writing a 32 always takes quite a bit of time and effort.
