petition to ban ToNiceForThat (ToWackForRap)

there is the hate voting idiot that goes by the alias "ToNiceForThat" but i would like to call him ToWackForRap... Well this guy obviously sucks at his attempt to be a text and audio battler so he decides to get his rocks off by hate voting.. he has hate voted on 3 of my battles in a row.. below is his rank as of 03/02/2014..
