It would be great if the energy moved to battling instead of the forums, that's my bigger concern about this thread. Why aren't people battling? That's what the site is for.
My theory is that the current site doesn't have enough incentive to battle, the barrier to battle is high (requires voting, active members), the rewards are minimal (points, ranking) and some consider the voting system unfair. These are issues I am going to address in the new site.

Exact opposite.
People aren't battling because its about numbers. Some guys like myself never battles 300 times in a year and I was probably in the majority. But there were so many members in the month that even if 30 new people quit after like 1 battle, thats still 30 battles. Add in that lots of people battles over 100 times in a month, it all added up.
Your issue now is that people aren't battling cause they've already battled. There's so little members that Lock and Rai have faced each other 400 times. It's the same battles happening with the same voters. If even a single one of those people gets bored or tired of battling, which is a common thing, it's a HUGE impact for the site.
That's what the difference is.
I never agreed with incentivised battling. That means that when there isn't a league or tournament, no one wants to battle cause you'll waste all your good bars. Compare this to 2007 where guys just wanted to prove themselves against one another.

A side note is that this isn't me complaining. If a new site is being launched then it'll be a big relaunch and hopefully you advertise it in some way. Adding or fixing things on this version is pointless.
