Right, but they could vote unfairly and just not be so clear about it. Like instead of 9-5 they vote 8-7 or 9-8, etc. The unfair/buddy/hate votes could still go on, it just would be hard to catch up on it at that point. Not saying you're wrong, just saying there are more possibilities.
