Idea To Increase Activity - Pokemon League Proposal

Pokemon League Idea:
We Make A Public Poll With Anyone Interested In Being A Gym Leader (At Least 15 People Would Be Ideal) From There We Close The Poll In A Week And The Top Person Becomes The Interim Champion While The Rest Of The Top 8 Become Leaders.

They Each Make They're Own Respective Gyms (Crews) They Recruit 3 Members, One Will Be The Captain And Two Will Be Members.

All 8 Gyms (Crews) Are Then Open For Battles.

In Order To Join A Gym (Crew) You Simply Have To Beat One Of The Members And You're In As A Member, They Get Kicked From The Gym (Crew) But They Can Rejoin By Beating Another Member.

The Members Have To Beat The Captain In Order To Become A Captain And The Original Captain Gets Bumped Down To A Member. The Original Captain Also Has To "Defend" His Post 2 Times Before He Can Challenge The Gym Leader.

Once You Beat The Captain You Move On To The Gym Leader, If You Successfully Beat The Gym Leader You Get A Gym Badge (Award). He Becomes A Captain Unless There's No Current Captain At Which Point He Would Stay In His Post. You Can Either Stay On As The Resident Gym Leader (But You Have To Accept Any Challenge By A Captain Or You Can Move On).

If You Move On You Battle The Next 7 Leaders, You Don't Have To Do Them In Order Though.

Once You "Collect" All 8 Badges You're Onward To Battle The Interim Champion. The Winner Becomes The Actual Champion (Title Would Be Pokemon Champion, Pokemon League Champion Or Pokemon Master) And The Loser Has To Start From The Beginning.

In About A Month There Would Be A Gym Leader Tournament Against The 8 Current Gym Leaders (Since The Get Bumped Down If They Lose It Wouldn't Necessarily Be The Original 8) And The Winner Gets To Battle The Champion For His Title, The Losers Are Distributed Among The Crews And The Current Captain Would Become The Leader Or The Captains Would Battle Amongst Themselves For The Position.

Basically This Is A Longer Process Then The LBT/LBA Tournaments But They're More Battles Involved And They're More Opportunities To Get A Title Shot.

Also, Doesn't Have To Be A Pokemon Theme, That's Just The Concept I Got This Idea From.

Edit: Another Idea Would Be To Have Each Gym Be A Different Type Of Battle.
Example:
Gym #1 Could Be One Bar Battles
Gym #2 Could Be Scheme Battles
Gym #2 Could Be Wordplay Battles
Etc.
That Way People Who Aren't As Strong In One Area Can Still Rise Up.
