That rule made sense back when there were hundreds of active battlers. There were also multiple tournaments yearly. With it being once a year now, if activity is down that rule should go out the window if people who have shown up with solid efforts in the past want to participate to make the tournament as good as possible.

The seasonal titles are Secondary Titles. Win all four seasons and you then get the Season GC title, thats (one of) point of the seasonal titles.
