Besides being ultra petty, I’d guess it gets brought to the court of public opinion because the consistency of both the definition and punishment have been severely lacking over the years, especially when a member of staff or one of their crews has been the target of the accusation.

Speaking from the POV of someone whose lines have clearly been bitten in the past (by a staff member at the time)with no consequences, I understand the lack of trust in the system and why an accusation would be aired out in the forums.
