Honest feed: I agree with OSKAR that most people probably won't want to leave their crews for this. I think that, along with what Pulse said about this having failed in the past, its because crews aren't just about associating with "strong leaders" or other strong battlers. Its about chemistry and rapport. I've rejected invites from better crews in the past because I personally didn't like some of their members or didn't identify with the crew's vibe.
In this scenario, I'm assuming, it would be the crew leaders who pick the members in a draft, and the members won't really have a choice over which leader recruits them or who their fellow crew members will be. If enough people are interested and want to sign up, then I think its worth it to do something like this and maybe end up with 2 or more new crews to face off against the more established crews (AC's, LoD, etc) who will probably retain most of their members.
