Yes, but, North Korea has been making several threats to the South recently. And I believe also, less than a year ago, attacked several islands off the southern coast with missiles. But, yes, the States do play just as crucial a role, and have in fact renegotiated with South Korea about the measures necessary before the States will step in militarily between the two. Not to mention the current War Games in South Korea. The States are purposefully pushing their boundaries with North Korea to see what to expect from him in any sort of escalation between both South and North Korea.
