hand sanitizer is supposed to kill 99.9% of germs.. thats more effective then your everyday dish soap .. as far as eliminating germs.. sanitizer is the way to go and you dont need to wash your hands first.
when you have something sticky or smells bad, etc on your hand.. its best to wash your hands cus sanitizer doesnt remove sticky things and shit off your hands
