Actually it is the mods duty. It's the same on every site on the world wide web. Especially sites in this particular genre.

How do you get a member to sign in?

Well besides from promoting the site.

You offer activities. Nobody wants to log onto a site where nothing is happening.

Members can make as many tournaments as they like. Nobody's stopping them, so "some" of the responsibility/blame HAS to fall on them.

But ultimately it falls on the staff to do what needs to be done to keep the site busy.

^ This shouldn't even be an argument ^

Also adding new features as well as fixing bugs

But that falls on the owner and his coder.

Myself and the other mods are just the middle men as far as that is concerned as we don't code or have access to the tools required to fix bugs/put technical ideas into place.
