I would guess there is water on this planet. Or at least there was
here's why. When stars form ice forms in the outer regions, where it's cold.
Eventually, these comets are brought into the inner solar system. This is planetary bombardment.
On a planet in the habitable zone, it will turn into water. That's what the whole idea of the habitable zone is. Barring some sort of oddity, the planet should be able to hold the water on the surface for a long period of time.
And yes, there is water in our solar system.
