Right now crews are lacking because we don't have a large amount of crews having veteran leaders with mass respect to lead them.

Crews that are getting run by good battlers, but not elite battlers, don't recruit elite battlers, and so never really make it that big. As there are no real elite battlers around, we have the problem.
