If yes, then the top crew excluding a guy from the bottom crew means every crew has to cut 1 person to have it line up.

We'll see what makes sense when it comes to it. Illmania is kind of built by the crew leaders around the time of the event. If every crew has 10, and one crew has 9, then there will be a resolve to be made (maybe a very short notice need to replace the person) but we'll all decide what makes sense around that time.
