Do you think a thirteen year old is reading a privacy policy, or terms of condition page? Moreover, do you think they're showing it to a parent? This highlights another prime example as to why there should be this deterrence. Maturity. A child will undoubtedly not be mature enough to take these sorts of guidelines into account when making their profile.
