It doesn't work because people low ball votes all the time. Inaccurate voting will obviously lead to inaccurate ratings. For example, ShoDan runs around giving text heads 9's in audio battles. Then he'll give the actual audio heads that can rap 7's when those ratings should be flipped around if anything.
