I consider the ROTY the only exception, because it was never reliable to presume there'd be 32 sign ups in a year. But, to my knowledge, orange titles, and officially bracketed tournaments were supposed to only be given to tournies with 32 competitors, and blue titles only in tournies with 64. That was the original ruling on them prior to the most recent topical. That's what made them "official" tournaments.

Edit: I'm just saying, I don't think you should belittle the original intent of official tournaments by dwindling the number of competitors. That's one of the predominant reason they were/are official tournaments in the first place. Because then you open up the possibility of people winning a title(like myself) from tournaments that are complete shit. And that cheapens the title overall.
