Probability again. At any given moment, there is a non-zero probability that an electron can be found to be anywhere in space. Of course, some would argue this doesn't count unless someone happens to be looking...
Even if that wasn't the case... sooner or later, something is (with probability one) going to cause it to happen without randomly placed electrons, second law of thermodynamics be damned. Simple cause and effect... as long as the universe as allowed to run, there is always the chance of some event of unknown nature occurring which will cause another event to occur, and so on, leading the any possible sequence of events occurring.
