You're right. There are checks and balances when it comes to legislation. The President has absolute control over the executive branch though which can essentially create law on it's own through regulations. If the EPA wants to make it illegal to do something because it's "bad for the environment" they can basically just do that. The President runs the CIA, EPA, ATFE, FBI, NSA, NTA, ICE, etc etc. All of these organizations can come down on the American people like a hammer and there wouldn't be a whole lot Congress could do about it because even with their oversight they can only do so much. Obama tells Holder not to prosecute he doesn't prosecute. He directs Immigrations not to deport illegal aliens, or like he did recently, release a bunch of convicted criminals that are here illegally and that happens. The president has a LOT of control. The Executive Branch has become incredibly far reaching with it's alphabet soup of agencies that all answer to the White House.
