I say just give him the trial shot like a couple people have suggested. The ideas obviously come with good intentions of making the site more active and helping revive a dying aspect that was once popular. He'll either succeed in his goals or he won't. If the crews pop off, and it helps the site, let it roll. Worst case scenario? It flops, and gets removed. At least he's willing to put in work to try and help our website. That's still a lot more than most people are trying to do, and there's really no reason not to respect that.
