Certainly doesn't, as humans we can get good at something through hours of practice this doesn't require intelligence. People that are considered mentally retarded can still have skills; playing the guitar for example. Not only that but animals we consider to be not particularly intelligent can also display highly skilled behaviors through neurological motor patterns (Fixed, Modal etc.)
