Although it seems that way because she doesn't use her full power, if the Queen WANTED to she could abolish parliament with one signature, she could declare over 20 different countries to go to war with one phone call, she could invade any country at the drop of a pin or retreat from any war as soon as she wanted to. She could phone any prison in the commonwealth and get them to release any inmate without question if she wanted, fuck she could get them to release all their felons and shut the prison down instantly.

She is undoubtedly the most powerful person in the world.. of course, if she wanted to be. Yeah she gets told what to do by parliament, but that's only because she allows that to happen.
