If RULE is going to keep the original format of the tourney, it will be a turn of events in reference to who will participate in the Top 8.

Few of the tournaments didn't go by the 2 vs 63; 14 vs 51; etc.. Planning on that format or the other format to ensure guaranteed quality match-ups on the Road to the Finals?

The latter.

I will have two groups of 8 seeds. The most elite 8 and the next most elite 8.

Thats how the last one was done and it ensures strong members in each round.
