Should Row be a mod?

So, the members shouldn't have an outlet to express their concerns about a member of staff?

What has he done, exactly, other than pretend to be an admin for 3 weeks, claim to have stepped down, then lie about having his admin tools? Prior to being bumped down to mod when X returned.
