This is actually not a bad idea. Similar to the different colored flames, I can see how it could provide an incentive for people to battle and move up weight classes. But how would someone who starts off in light weight class finally get promoted to middle weight? Number of points/battles completed?
EDIT: Sorry, I missed the part where you said "3 consecutive defenses of title result in step up in weight class." I think an automatic promotion to higher weight class based on a number of battles completed and points earned ratio might work better for using this tier system to stimulate activity.
