The FVC could work BUT only if the people in it don't know they were in it.

The public image (Colored slanted name with a shiny title) enticed shitty voters to pretend for a few months / made some people feel like they didn't have to explain their votes cause they were already "vetted".

Basically the staff should know who the good voters are, raise their VP without telling them and hit them up occasionally to drop a vote on a battle who needs votes.
