Default Voting issues and opinions

So I would like to get some opinions on the issues of voting.

1. We are not getting enough votes to close battles sometimes.

Lately that isn't true, voting has picked up without any major increase in FVC activity this i believe was mostly prompted by the badges and everyone including myself mentioning that a lot of battles couldn't close. I am worried that this may die down again in the future. But for now we are getting votes at a pretty good rate.

2. Quality of votes suck

I actually haven't seen this much myself. A lot of people have said that bringing back the "It costs points to battle and you get points by voting" system would be a way to increase votes. Which I suppose is true but having a whole bunch of cats who've never battled before deciding stuff like a Rieper vs Celsius battle would destroy the quality of the votes.

With these two things in mind I think it would be reasonable to have the FVC still have a requirement to meet so that informed battlers are still making votes. I know these things don't seem like a huge issue right now I feel as if once the newness of the badges and the pestering die down so will the regular members voting.

Just food for thought since the FVC is being dismantled and reconstructed down the road.
