There is promotional websites out there that can help tremendously with this issue and there inexpensive as well. Everytime I read a thread about "promotion", it's all talk and no walk. That's the main problem I see here or is it that no one wants to spend the money on the community? Either way, nothing is being done and the site is slowly dieing. Along with all the talent on here.
