They used to be just for exclusive but X opened them up for everyone, plus there's no way to buy exclusive now.

Since they're only calculated when they're used, per battle, it's not entirely accurate and most people focus on who you beat rather then how many points you have anyways but they're still useful.

Pretty sure the skill bars have been broken for a LOOOOONG time.
