Movie Captain Marvel is years ahead of Phoenix, but comics? Yeah, Phoenix definitely gets the nod simply off of how significant she is within the X-Men/Marvel storyline. She's literally a cornerstone of all of the early comics, PLUS she's more powerful in the comics.
