I think a lot of people can claim to have beaten someone that is rated higher than them. It's about consistently performing at that level really.

I've done a lot of voting recently and that's just how I've observed it. It was hard to write but you and EtH have both said it's pretty accurate so it seems we're in agreement for the most part.
