Hell yeah. Twitter has something called trending topics. You can pick "Worldwide" for whats trending in the world or your specific country to see which topics are hot in your country...For example if it was the U.S. elections there might be a trending topic #USElections. If you send out a tweet under that hashtag and you have a lot of followers, you can get on the Top tweets list.
Real followers = retweets = more exposure = free traffic
I've sent out plenty of tweets that were viewed by 100,000's of people because they ended up #1 on the list for top tweet. Regardless of if you're trying to get on the top tweets, you still get retweets which is pretty much taking someone's tweet and putting it on your page for your followers to see.
I get at least 100 followers daily from my tweets being retweeted
