Personally I wouldn't say Rule is overrated. I definently think he'd be the weakest, by a decent feat, in the list of Grand Champs, but Rule to me is in my rating system, Very Good. I'd be under that at Good, Daddio would be above that at Great etc. Most of us don't see Rule and think "He must be one of the best ever", but he's a very good battler despite overachieving, so I wouldn't put him as overrated.
