One problem, all those involved will need to be super active as it's hard to get a vote from everyone on the site, let alone a confined 100.

Co-Sign. Or maybe a tournament amongst the people who want to get into it? A round of 100 battles. 200 members. The winners of each battle would get an exclusive membership. Just an idea, not saying this is concrete or even a smart idea, just throwing something out there.
