Are we going off comics or movies? Comic book wise Phoenix mops the floor with CM every single time. Phoenix is Omega Level even without Dark Phoenix, with Dark Phoenix it's even worse for CM. Going off the movies? Meh, probably CM, Phoenix doesn't really have any feats in the movies other than sucking major ass.
