I agree. Just give the win to his opponent, give him a final warning and move on.

Him maintaining innocence in a case as blatant as this is almost just as bad as if he kept biting though. If dude wants to be left alone for it he may as well own up. Else no one is gonna trust a bar he ever spits, which is as bad as being banned.
