It would have to be something worked out, but maybe 2 callouts max per month within a suggested time period between each callout and the card. This way if there is a change of hands in can be taken into account on the next potential card or the title match on the card.

I would suggest as far as the card goes, the person that won the contender match on the previous card should get the title match on the next card, unless he backs out of it. Then that opportunity should have to be earned again.

It may not be a popular opinion, but mine is that, the only way to fix the situation is to allow those that have a shot to have first dibs on the callouts, and from now on contender winners on card always get the shot on the next card.

In the end, it sounds like it's so far behind some people are going to be fucked no matter what and will just have to suck it up. And hopefully the system at which the LBA/LBT has in future cards is more sound to not allow this to happen again.
