There used to be this thing, idk if anyone remembers it, where battles cost credits and the only way to get credits was to vote. Maybe, just maybe, instead of getting rid of a platform that enabled group communication in real time, which was great for getting people to vote on closing battles, drawing attention to forum threads, stirring up beef that lead to battles and finding out information quickly from other users without PMing every single active user to see who knew, the credit system could be adjusted so that there was an actual reason for it to exist? That certainly seems like a much better way to increase voter activity to me.
