We can't really even insinuate that part of the blame falls on users when admins are generally absent and no one fixes easily repaired sections of a broken site. Running a site and keeping it active is solely an admins job. It's not a user/customers job to buy anything—it's the product's job to function properly and market well.
LB is a battle service. A host. It's inviting people into a house for a bunch of tournaments and the house looks like a partly abandoned warehouse from the nineties and functions as one. We throw party beads at people and expect them to find cups and the keg somewhere in a disheveled basement where a few old heads try to scavenge the wanderers into a tournament between 4 peoples multiple personalities that 10 people tops give a shit about. People might stay and party if it got cleaned up and consistently managed.
It's really not even that hard of a concept to think up and execute. My guess is LB as it is isn't worth the investment of an upgrade and @X or whoever owns the site now doesn't really see much value in its future potential.
Does money even generate from this site? We give away exclusive memberships for free now... I'm sure it really is just a graveyard of code at this point. Any ads can't be getting too many clicks.

So if we just get some bullshit ads in here and click the fuck out of them then we'll get enough money to fix this website?
Guys...
what the fuck are we doing?
