I don't think that that was the intended use for the block function at all. And I may be mistaken about that. But, block features are typically features on social media that prevent further interaction. Talking to one another, posting on one another's walls. Seeing one another's content, etc. And are used as a means to avoid social conflict. By using it to block voters, you're therefore, in my opinion, misusing this function in order to maintain a competitive edge, and subsquently "hack" the idea of voting. A collective opinion by all, or the majority as a determining factor. In blocking voters, you're "swaying" the potential of that majority.
